He said the plant would be built with ultra modern technology developed by the Indian scientists.
"Its disaster resistant design has been developed by taking into consideration the geographical and other factors affecting the area," Goyal said at a workshop organised on the topic of "Radiation and Cancer" at Fatehabad today.
He said that the people had misconceptions about the nuclear plant to be set up in Gorakhpur and were worried about its safety.
"They have misconceptions about the ill effects of radiations. To clear such misconceptions, NPCIL organised the workshop," he said, adding that setting up of the plant was required as availability of other sources of power generation like coal and petroleum were very limited while generation of power through solar and wind energy was quite expensive.
In such a situation nuclear power was the only substitute source of power generation, he added.
He also said that all the nuclear power plants operational in the country were fully safe and in no way had adversely affected the lives of people living around it.

The farmers in Gorakhpur, Fatehabad, have been agitating for the past several months against setting up of the plant on various grounds including the safety aspect and have resisted their land being acquired for the purpose.
Main opposition INLD has also opposed setting up of the plant citing the incidents in Japan and other places.
