Officials of cooperative society held for fraud

The chairman and secretary of a Kanpur-based private cooperative society have been arrested by Delhi Police for allegedly issuing fake bank guarantee of Rs 4.76 crore in favour of a private company.
The two accused, identified as Prabha Kant Chaturvedi and Rajesh Kumar Dwivedi, chairman and secretary of Cawnpore Swadeshi Urban Cooperative Bank, respectively, were arrested by the Economic Offences Wing of the Delhi Police following a complaint by Delhi-based Comex Infratech Pvt Ltd, police said today.
The duo was arrested from Kanpur on Monday, police said.
The company, in its complaint, accused Cawnpore Swadeshi Urban Cooperative Bank of issuing a fake bank guarantee of Rs 4.76 crore in favour of GKR Infratech Pvt Ltd, Lucknow, for getting the contract for the development of Jawasa-Sunarpura and Pawai-Prithvipura state highway in Madhya Pradesh.
"During the course of investigation, it was revealed that the said banker was not authorised to issue any Bank Guarantees as per the report of RBI and Registrar of Cooperatives Society, UP," Deputy Commissioner of Police (EOW) Mangesh Kashyap said.
Subsequently, Cawnpore Swadeshi Urban Cooperative Bank failed to honour the bank guarantees, police said.

It was further revealed that a criminal case is also registered against the accused society on the basis of an RBI, Lucknow, complaint for issuing fake Bank Guarantees.
"The modus operandi of the accused persons was that they issued fake Bank Guarantees to parties on the pretext that they are bankers and can issue Bank Guarantees," Kashyap said.
Another accused Anirudh Kumar Shukla, former secretary of the society is absconding, police said, adding that further investigations are on.
