Officials should take decisions without fear: Khattar

Haryana Chief Minister Manohar Lal Khattar today asked bureaucrats to take decisions in public interest without fear of the five Cs--CBI, courts, CVC, CAG and the CIC.
He said development and public service was the sole aim of the BJP government in Haryana and urged ministers and officials to work together to frame new polices which were in public interest.
"My government will always stand behind all decisions taken in public interest," he said after inaugurating the three-day 'Chintan Shivir' at Timber Trail resorts in Himachal Pradesh's Parwanoo today.
It was organised under the aegis of the Haryana Administrative Reforms Department for Cabinet ministers, officers of the Indian Administrative Services (IAS), the Indian Police Service (IPS), the Indian Forest Service and heads of department, a Haryana government release said.
Khattar asked bureaucrats to work honestly and in a dedicated manner while taking decisions in public interest "without any fear of the five Cs--courts, Central Bureau of Investigation (CBI), Central Vigilance Commission (CVC), Comptroller of Accountant General (CAG) and Central Information Commission (CIC)."
"Usually, these five Cs cause fear among the IAS officers and came in the way of the discharge of their duties, but I assure you that I will always stand by you in the decisions you take in public interest," he said.

A new nation could be built for the younger generation if the bureaucrats and politicians worked together, Khattar said according to the release.
"This is also the resolve of our Prime Minister Narendra Modi," he said.
He urged officers to rise above the considerations of caste and region and assist the government in framing policies which meet the aspirations of the people.
"A politician thinks of working for his five-year tenure whereas an administrative officer works to dispose of the work lying on his table today. But with today's deliberations, we should all resolve to work as a statesman who works for the betterment of the next five generations," he said.
The chief minister said the state government had prepared 'Vision Document 2030' and administrative secretaries should work to ensure its effective implementation.
He also asked them to finalise policies while taking into consideration Haryana in 2019, 2022, 2027 and 2030. An administrative officer should use his power in public interest, he said.
He said officers should not take this 'Chintan Shivir' as a part of training.
"Instead, they should take it as a brainstorming session aimed at framing polices," he said and recalled that Sardar Vallabh Bhai Patel had once described IAS officers as the 'steel frame' of the country.
Sharing with officers his vision for the state, Khattar said there was need to provide equal opportunity and prompt services to the people, besides implementing welfare policies for all sections of the society. To ensure this, the politicians and officers will have to work together, he said.
In the last three years, the present state government has given a new direction to the political environment in the state and undertaken development works as promised in the party's election manifesto without any regional bias and discrimination, he said.
He said the present state government has taken various steps towards providing efficient and proactive administration, eradication of corruption and improving sex ratio.
Earlier today before heading off to Parwanoo, Khattar told reporters here that people of the country have full faith in the welfare policies of the BJP and claimed that the party was set to wrest power from the Congress in Himachal Pradesh and make a strong comeback in Gujarat.

On the opposition parties dubbing the 'Chintan Shivir' as a futile exercise and an excuse to "holiday in the hills" at cost of the exchequer, he said the programme was organised to take stockof the state government's performance and also prepare a future plan for Haryana.
"The opposition had nothing to review as no progress was made during their tenure. They were just concerned for their own development and that of their families," he claimed.
In reply to a question, Khattar said a decision was taken to organise the programme in the hills at an "isolated and peaceful place so that the issues of public interest could be discussed without anydisturbance".
