"The balance between expansion and consolidation (of infrastructure) is of prime importance for meaningful growth of various sectors. Education and health care demand all the more focused attention in this regard," he said after inaugurating a girls' hostel in Kashmir University yesterday.

Replying to students' questions, Omar said his government concentrated on consolidation aspect during the first two years to operationalise the infrastructure and ensure smooth functioning of health and educational institutions.

"We provided equipment, faculty, staff and other related requirements to these institutions to utilise the infrastructure," he said.

Omar said the government was also focusing on providing necessary educational infrastructure like clean classrooms, proper desks, safe drinking water and sanitation facilities.

"How can you imagine a girls' school without proper sanitation facility?" he asked.

He said while his government is actively expanding government job ambit for the youth of the state, this can not be the one-stop solution to address the unemployment problem.
