Omar reviews progress in power transfer to panchayats

"The Chief Minister was informed that all departments have issued direction manuals to ensure that the powers transferred are utilised and exercised by the panchayat institutions at their level," an official spokesman said.

He said the Chief Minister directed that Additional District Development Commissioners be made incharge officers for daily monitoring of the operationalisation of these orders at ground level and report the compliance of orders by various departments regularly to the higher level in the government.

Omar emphasized the need for expanding capacity building programme launched by Rural Development Department to train Panchayat members for excellent service delivery and utilisation of powers.

The Chief Minister said the NGOs and experts in the field should be involved in the comprehensive training programme for sarpanchs and panchs.

He said said while the Rural Development Department will be responsible for overall monitoring, every department concerned should also monitor the implementation of the orders and ensure strict adherence.
