The decision was taken at party's state parliamentary board meeting, which was chaired by party state president and Chief Minister Akhilesh Yadav.
"It has been decided to celebrate 76th birthday of Mulayam Singh Yadav (on Nov 22) by holding functions from district headquarters to booth level in which his political journey will be discussed. Special articles will be published on this day on his life and contribution in 'Samajwadi adolan'", SP spokesman Rajendra Chowdhury said.
Elected panchayat and block members will elect district panchayat and block heads among themselves.
"The Board has decided not to declare candidates for village head and members elections scheduled later this month," Chowdhury said.

Party central leadership has also been asked to finalise names of candidates for by-elections scheduled for three Assembly seats - Bikapur (Faizabad), Deoband (Saharanpur) and Muzaffarnagar.
During the meeting, it was told that out of 3,113 district panchayat members, 1,700 members of SP were elected and of total 77 block development committee (BDC) members, 70 per cent of the shared went to SP.
Senior party leaders including Shivpal Yadav, Vidhan Sabha speaker Mata Prasad Pandey, Ahmad Hasan and others were present in the meeting.
