One man committee to prepare white paper on power sector

The Delhi government today formed a one-member committee chaired by former chairman of Delhi Electricity Regulatory Commission (DERC) Bijendra Singh to bring out a white paper on power sector.
The paper will focus on what AAP inherited from the previous government and what plans it has to improve the power situation in the national capital.
Power minister Satyendra Jain formed the committee under the chairmanship of former DERC head Bijendra Singh and directed him to look into various aspects of the power sector since 2002 and submit the paper within a period of three months.
After the completion of report, it will be tabled in the Assembly. The White Paper will also cover the time frame since 2002 when the Congress was in power, during which the sector saw privatisation.

"White paper will also focus on how power privatisation was done and why. Apart from that, committee will also examine the power project agreements.
"White paper will also focus on what steps should be taken to improve power situation so that people don't have to face problems," Jain said here.

The Delhi government proposes to place in public domain all relevant facts related to the privatization of the electricity distribution in Delhi and whether the specific purpose for which privatization was done has been achieved during the last 13 years.
"The governments wants to make the public aware about the real situation of electricity generation, transmission and distribution which has been inherited by it and what reforms have been carried out till date," Jain said.

AAP had issued a white paper on the state of the power sector before the 2015 assembly elections, which focused on the massive debt owed to discoms in Delhi, the costing of coal-based power, need for a CAG audit of the discoms.
The Arvind Kejriwal-led government has already announced that it will set up a coal-based power plant in another state and is pushing to get the discoms audited through CAG.
