On the NDA Government's move to prorogue the Rajya Sabha to pave the way for re-promulgation of the controversial Land Acquisition Ordinance, Singh, a member of the Upper House, said Congress will chalk out its strategy based on the ordinance or Bill which the BJP-led ruling coalition will bring.
