Open communication links with Kupwara rape victims: CPA to PM

The Centre for Policy Analysis, a New Delhi-based think-tank, has asked Prime Minister Manmohan Singh to open communication links between his government and victims of the 22-year-old alleged mass rape incident in Kupwara district of Jammu and Kashmir.
"We believe you will be visiting Jammu and Kashmir to open a rail link and we hope that we can persuade you, Sir, to also open communication links between your government and the rape victims," the CPA said in a letter to the Prime Minister sent on Monday but released to media here today.
The CPA, which recently sent a delegation to interact with the victims of the mass rape allegedly committed by army personnel in February 1991, expressed hope the Prime Minister would consider the recommendations made by the think-tank.
"We have made several recommendations with the hope that you will consider these favourably as there is an urgent need to ensure justice in the full sense of the term. We hope you will go through the report and take action personally," it said.
A local court in Kupwara recently directed the police to reinvestigate the case to identify the culprits of the alleged mass rape.
