"Although the Manch was presently an apolitical body, it could be converted into a political outfit to secure justice for south Haryana in the matter of development," Singh told reporters here.
In another query, he said all options regarding his joining any other political party or seeking an alliance of his own outfit with other political parties, were open.
Singh has been vocal against his party-led government in Haryana over shady land deals and regional bias in carrying out development works in southern parts of the state.
Expressing his views regarding Gujarat Chief Minister Narendra Modi's scheduled rally here on September 15, the former Union Minister said its political impact would be gauged only after the rally is held.
Singh, a known detractor of Chief Minister Bhupinder Singh Hooda, had last month demanded an inquiry into the allegations of Change of Land Use from agriculture to commercial or residential in Haryana.
