A case in this regard has been lodged at Badshahpur police station.
The incident occurred yesterday morning during a two-day district-level swimming competition, organised by Gurgaon Swimming Association under the supervision of its president Sandeep Tokas at the CRPF camp in Kadarpur village, police said, adding that over 250 participants from various schools took part in it.
They were made to dive into a swimming pool where the water level was not safe for diving, police said.
"We have directed the District Sports Officer to look into the incident and submit a report. The priority of the administration is to save the boy. The administration will bear the expenses of his treatment," Gurgaon Deputy Commissioner TL Satya Prakash said.

"The organisers should have made adequate arrangements. The water was hardly three-foot deep at one end of the pool and as the participants jumped into it, they hit the floor head on," said Rana's father Ravinder Malik who lodged the police complaint.
Tokas has been booked under sections 336 (endangering the lives of others) and 337 (negligence) of the IPC, police said, adding that a hunt was on to nab him.
