"When the government is formed, it does not belong to any party. The government belongs to the country. All citizens have a right over the government. Even if BJP government is formed in Delhi, those who are not BJP-ruled states, they would have the same right over the government in Delhi as BJP-ruled states," he said.
He was replying to a query from a college student from Guntur in Andhra Pradesh during his 'Chai pe Charcha' with NaMo (a discussion over tea with Modi) campaign this evening.
"If you look at Atal Bihari Vajpayee's tenure, non-BJP states never had to complain about the government in Delhi. Because, we feel our federal structure and its spirit should be followed in letter and spirit.
"My clear view is that government should work for those who vote, who do not vote and who vote against it. Country does not run on the basis of which party is in power. Country runs for the 115 crores citizens," he said.

"The BJP government that is going to be formed in Delhi" would treat all states and all citizens alike in the interest of their welfare, he said.
