The findings came in an internal survey conducted by the party ahead of the Himachal Pradesh polls which is due later this year.
The points mentioned in the report and various other factors would be considered at the time of allocation of party tickets, Congress president Sukhvinder Singh Sukku told reporters here.
The survey revealed that there was no anti-Congress wave in the state, he said.
On the 'One Family, One Ticket' policy, Sukku said this matter was in the domain of the high command and no hard lines have been set.

He said that besides winning prospects, other factors would also be considered while deciding the tickets.
Sukkhu said that Congress vice president Rahul Gandhi would launch the election campaign of the party from Mandi on October 7.
He denied any rift in the party and said Chief Minister Virbhadra Singh was a very senior and respected leader.
