Pay com'sation to 2 sexually abused Rajasthani women, 2 minors

The Madras High Court today directed Tamil Nadu government to pay compensation within one month to two Rajasthani women and two minor girls, who were sexually abused by police in Hosur last year, as per the status report of CB-CID.
The court stated this after examining the status report of CB-CID filed before it today, which confirmed that they were sexually abused by police at Hosur on October 8 2014.
Government Pleader S T S Moorthy apprised the first bench, comprising Chief Justice Sanjay Kishan Kaul and Justice M M Sundresh before which the matter came up today, that a notification had already been issued on November 30, 2013 that Rs three lakh would be paid to each victim of custodial rape.
The GP also submitted that the present matter would be looked into and the compensation paid to them.
The Bench said "We are of the view that the aforesaid be a final decision in the above writ petition. But we will monitor the matter for the purpose till the final report is filed". It posted the matter to February 16, 2015 for compliance of report.
The Bench had on December 23 last directed the Additional Director General of Police, CB-CID to nominate an officer not below the rank of the Deputy Superintendent of Police to conduct the probe.

The Bench, while passing interim orders on a petition by U Vasuki, National President of All India Democratic Women's Association and Vice President of its state Unit after perusing the report of Krishnagiri District Sub-Collector and the Collector's covering report, had observed "the report itself is evident of the conduct of the police officer concerned."
The women and children, selling plastic ware at Hosur bus stand were picked up by police on Oct 8 2014, taken to the police control room under the pretext of questioning and sexually abused.
The ASP, to whom they were taken for questioning, reportedly did not allow Vasuki to visit them.
AIDWA then sent a representation to National Commission for Women on the matter, which fixed a date for inquiry, but were informed by the district police that the women and girls were 'missing' and they were unable to locate them.
The petitioner alleged that police and the district administration were suppressing facts without giving information. No FIR was registered nor the accused arrested.
Hence she prayed that the court transfer the investigation to CB-CID and to grant compensation of Rs five lakh to each victim and to direct the State Commission for Protection of Child Rights to monitor the case.
The report revealed that a constable picked them up that day and under the guise of questioning sexually abused them. He had also relieved them of their money. He was arrested on December 29, 2014, questioned in the presence of two official witnesses, remanded to judicial custody and lodged in sub-Jail at Hosur.
It was also submitted that a probe was on and the children are out of the state, attending school and have to be examined further.
