The Centre has nothing to do with such issues and it is the state government which has to take the final call, Singh said in a statement here.
The standard practice is that the state government does a special 'girdawri' (revenue assessment) about the damage and then sanctions relief to the farmers, the former Chief Minister said.
"Infact Badal has been doing the same in the past and I am surprised what makes him to blame the Centre now?" he asked, while advising Badal to stop putting each and every blame on the Centre when everybody knows providing relief to farmers is the state's responsibility.
