The second PGRC was set up in March this year.
The Commission would monitor and evaluate implementation of first generation reforms including Right to Service Act recommended by the first Punjab Governance Reforms Commission earlier.
The first Commission had submitted five reports focused primarily on citizen centric services provided by various departments, an official spokesman said here today.
He said the second Commission would monitor and evaluate the implementation of such reform initiatives taken up on the recommendations of the first Commission or otherwise and make suggestions to the government as considered necessary including mid course corrections.
The spokesman further said that the second Commission would also cover those citizen centric basic services for sectors/services not covered in the first Commission.
The tenure of the commission would be for five years with effect from March 21, 2012, he added.

He also said that the second generation reforms would focus on policy, perspectives, objectives strategy, social, civic and physical infrastructure, education, public health, social security, environment and urban development sectors.
Similarly, institutional and structural reforms would include issues of resource efficiency and performance evaluation.
The spokesman said that to optimize efficiency and effectiveness of the departments and their programmes and activities, internal systems and process including decision making, information and feedback systems of the departments would be reviewed.
He said that as per the recommendations of chairperson and members of the commission, the task groups would be set up for specific areas, sectors, programmes and services.
The task groups would make detailed recommendations indicating changes required in procedures, rules, regulations specially indicating modalities of bringing about the suggested changes and the resources besides other inputs required for implementation.
The recommendation of the task group would be approved by the commission.
To ensure speedy implementation of its recommendations, the commission would submit periodic reports and have consultations with the empowered committee chaired by the Chief Secretary.
