An official spokesman in a release said the Governance Reforms Department had successfully implemented the act, but there were some problems which arose due to insufficient powers of the RSC with regards to imposition of penalty.
He said till the amendment was notified the power of imposing penalty on defaulters was only available to the second Appellate Authority, including Deputy Commissioner/ADC/ SSP depending upon services.
The spokesman said the state government felt that due to insufficient powers vested with the Commission, aggrieved persons may not get justice and the department would also not achieve its objectives.
