"I don't know how this cashless transaction will work in villages without even electric pole," PDP leader Nayeema Ahmad Mehjoor, who is also chairperson of the State Commission for Women, wrote in a Facebook post.
Mehjoor, who lived in the UK for many years during her career as a journalist, said cashless and paperless society works only when there is electricity to charge phones, ATM dispensers and other dispensers at shops.
Mehjoor said it was different in developed countries where groceries are bought once in a week or in bulk to last for few weeks.
"It is done in super stores paying through debit/credit card."
While recalling her recent visit to Mumbai, the PDP leader had some criticism for Jammu and Kashmir government on electricity supply front as well.
