"Praveen Togadia should not be allowed to come. He will put the state on fire. He is not a guest here," Gogoi told reporters on the sidelines of an event here.
He said people of Assam should understand the intentions of such leaders and organisations.
"We are in the digital era. They (BJP and right wing groups) talk about digitisation of everything. On the other hand, VHP is giving rewards to all those couples giving birth to six or eight kids," Gogoi said.
Togadia was supposed to address a public meeting at the Golden Jubilee Celebration Samiti of VHP's city unit today.
Guwahati Police Commissioner Jyotirmoy Chakravarty has banned his speech through any media under section 144 CrPC to maintain "public peace and order" in the city.
