"I appeal to the people of the state to look into their conscience and decide whether Madhya Pradesh has developed or not in comparison to other states during the nine years of BJP rule," Scindia said, addressing a meeting of the Congressmen at the Tin Shade area as part of the party's move to gherao Chief Minister Shivraj Singh Chouhan's residence over issues of corruption and law and order.
The party has launched the agitation as part of its preparations for the 2013 Assembly elections in the state.
Scindia said whenever Congress has weakened in the state, "atrocities on SC, ST and minorities have increased."
"To ensure the development of the state, it is imperative that the Congress returns to power, he added.
He alleged that during the BJP rule there were numerous cases of atrocities against women including rape, mining mafia had claimed the life of young IPS officer in Morena, a professor was murdered in Ujjain, RTI activist Shehla Masood was shot dead in Bhopal and a youth Congress worker was burnt alive in Betul.
Criticising Chouhan for "double standards" on the issue of FDI, Scindia, the Union Minister of State for Commerce and Industry said on one hand they opposed FDI in retail, while on the other he has gone to US to attract foreign investment in the state.
"The major question today before the people is of their security, identity and honour as on all these fronts they have suffered a lot," he stressed.

He also criticised the BJP government for making tall promises of providing power, water supply and waiving off farmers loans which were not fulfilled.
Meanwhile, Leader of Opposition in state Assembly, Ajay Singh alleged that the BJP government was involved in corruption.
The meeting was also addressed by party general secretary in-charge of Madhya Pradesh B K Hariprasad, state party unit president Kantilal Bhuria and former Speaker Sriniwas Tiwari among others.
