Justice A Arumughasamy dismissed the petition, observing that petitioner N Maniraj was a third party who did not have any locus standi to file the case.
Maniraj claimed that one Periyasamy was kidnapped by a gang from Coimbatore on June 3,2011 and later taken to Karur, where the minister and his men forced him to sign some documents transferring his property worth Rs five crore in favour of the minister.
Though Periyasamy filed a police complaint, the minister's name was not included in the FIR, he claimed.
However Periyasamy did not appeal against the Judicial magistrate's order.

The petitioner sought an order for re-investigation and to include the minister's name in the charge sheet.
Additional Advocate General K Chellapandian contended that Maniraj had no locus standi to file the petition in the High Court and pointed out that the trial in the alleged kidnap case was already on.
The judge then dismissed the petition.
