PIL for Food Security Act implementation:HC seeks Centre's

The Delhi High Court today sought responses of the Centre and Delhi government on a PIL seeking directions to them to implement National Food Security Act which aims to provide subsidized foodgrains to 75 per cent of rural and 50 per cent of urban population.
A bench of Chief Justice G Rohini and Justice Jayant Nath issued notice to the Ministry of Consumer Affairs, Food and Public Distribution and Delhi government on the plea by an NGO which has alleged that various provisions of the Act have not yet been implemented.
As per the PIL of NGO Veteran's Forum For Transparency In Public Life, one of the provisions which has not been implemented deals with providing every pregnant woman and lactating mother free meals during pregnancy and six months after the child birth through the local anganwadi so as to meet nutritional standards.
It has alleged that Delhi government has "failed to create and maintain scientific storage facilities at state, district and block levels sufficient to accommodate foodgrains required under the Targeted Public Distribution System and other food based welfare schemes".
The PIL also alleged that Delhi government has "failed to conduct or cause to be conducted, periodic social audits on the functioning of fair price shops".
The petition also said that under the Act, every state government has to constitute a State Food Commission for the purpose of monitoring and review of implementation of the Act but Delhi government has "failed to do so till date" despite the Act being implemented here since September 1, 2013.
