PIL seeking establishment of Lokayuktha filed

A PIL seeking to direct the Tamil Nadu government to comply with Sec 62 of the Lokpal and Lokayuktha Act-2013 and constitute state level Lokayuktha to inquire into the malpractices of ministers and governemnt officials was filed at the Madurai Bench of the Madras highcourt here today.
The petitioner B Stalin, an advocate submitted, that the Act had come into force on January 1,2014. States including Karnataka, Odisha and Gujarat had implemented the Act. However even after one year, Tamil Nadu government had not implemented.
The act had specifically mentioned that the state should constitute seperate lokayukta within a year in order to bring accountability to public functionaries and to prevent money going into the hands of unwarranted persons, the petitioner submitted.
Stating that corruption was encroaching every field in Tamil Nadu, he contended that in the absence of such a machinery, no body was aware where the project money worth several crores were going.
Only the establishment of Lokayuktha could deal with the complaint relating to the Public functionaries, he submitted.
He submitted that he gave a representation to the Chief Secretary to implement the act. But the official forwarded the representation to the Personnel and Administrative reforms Principal Secretary and did not take further steps. Hence the court should direct the Secretary Ministry of law and justice and the chief secretary to initiate steps to implement the act and form lokayuktha, the petitioner submitted.
