The Planning Commission has told the Centre and the states that allocation of funds for Tribal Sub-Plan (TSP) out of total plan outlays should not be less than the population proportion of Scheduled Tribes in a state.
Minister of State for Tribal Affairs Mansukhbhai Dhanjibhai Vasava informed the Rajya Sabha today that the Commission's guidelines revised in June also calls for non-diversion of funds meant for tribal areas and comprehensive monitoring framework with clear indicators.
The indicators, he said, should cover provisioning, service delivery standards as well as outcomes.
"Based on the recommendations of the task force constituted under the Commission's member Narendra Jadhav... the Planning Commission has revised guidelines for implementation of TSP by the central ministries and states and UTs on June 18, 2014.
"They reiterate the government's resolve for allocation of funds under TSP out of total plan outlays not less than the population proportion of STs in a state as per 2011 census," he said.
