Justice Manmohan Singh issued notice to Delhi Police and 55-year-old accused Shiv Kumar seeking their replies by April 16 on the plea of the woman, who claims to be an eyewitness of the incident which took place in November 2014.
The court also sought a status report from police.
The applicant-cum-complainant, Rashi Misra, said the bail of the accused, who is facing charge under section 377 (unnatural offence) of IPC, has been denied twice by the lower court.
She has claimed in her plea, filed through advocates Brajesh Kumar and Ravindra Lokhande, that the lower court had granted bail without considering the fact that the medical examination of the canine had revealed its protracted abuse.
"Therefore, the possibility that the accused will get back to abusing either this dog or other dogs cannot be ruled out," Mishra, who also claims to be an animal rights activist, has said in her plea seeking quashing of the bail order.
