The former Union home minister was speaking to reporters after attending a function at Bhiwandi in the district.
"The Prime Minister had said that those who attack India will not be spared but after the Pathankot attack, they (terrorists) dared to attack our soldiers in Uri," he said.
"The Prime Minister says several things but does nothing. We are witnessing worst days during the rule of those who promised 'Acche Din' (better days)," Shinde quipped.
In January, seven Indians were killed when six terrorists attacked the Pathankot air base.
