The accused Shahnawaz Ahmed, a native of Gorakhpur in UP and a qualified mechanical engineer, was the alleged kingpin of several inter-state rackets involved in duping people on pretexts that include bonus on insurance policies, offering tour packages and installation of mobile towers, said DCP (West) Pushpendra Kumar.
He was arrested from his residence in Greater Noida on Sunday.
Ahmed had allegedly duped people in Delhi, Uttar Pradesh, Rajasthan, Punjab, Chandigarh (UT), Karnatka, Maharashtra, Madhya Pradesh and Gujarat among other states, police said.
According to police, Ahmad came to Delhi in 2010 and started working for insurance brokers at Karol Bagh, where he learnt the tricks of trade and later floated his own enterprise.

He later floated a company here and set up a call centre, employing around 100 persons, in west Delhi's Hari Nagar area.
Ahmad was married and owned a luxurious apartment in Greater Noida, where he lived with his wife.
He had earlier resided in Rajouri Garden, Tilak Nagar and Vikas Puri areas in west Delhi, said police.
