"Instead of debate on the streets and through media, the need of the hour is to convene a special session of Parliament to debate and carry out amendments in the IPC and CrPc acts," said Ambedkar, the grandson of Dr B R Ambedkar.
The dalit leader said special courts be set up, wherever required, for speedy disposal of pending cases.
"Similarly, in criminal and civil courts, the delay in trial and conviction be reduced", he added.
Referring to the ongoing protests in Delhi over brutal gang-rape of a 23-year-old paramedic student, Ambedkar said it was a good sign that the youth of today was independent and not protesting under the banner of any political party. "It shows that the younger generation is sensitive," he said.
Proposing induction of sex education in school curriculum, Ambedkar said "this will help to curb humiliation of the human body and crudeness".
On the issue of female foeticide, Ambedkar said male head of the family be held responsible for the killing of an unborn child and criminal proceedings be initiated against him.

"The need of the hour is arresting such tendencies," he said.
Justifying his stand of opposing hanging of Parliament attack convict Afzal Guru, Ambedkar said executing Guru will unite Kashmiri Separatists.
"Shiv Sena's criticism shows its ideological bankruptcy. Instead of just criticising me, the party should respond to the issue I have raised," Ambedkar said reacting to the criticism by Shiv Sena in the recent past of his stand on Guru.
