While the President will inaugurate the function, former Prime Minister Manmohan Singh will preside over the event which aims to pay tributes to Hooda, who was a member of the Constituent Assembly, Provisional Parliament, both Lok Sabha and Rajya Sabha and Punjab and Haryana Vidhan Sabhas between 1947 to 1978.
He created a record in the democratic history of the country for being a member of seven different Houses, a feat which has been recorded in the Limca Book of Records.
His son Bhupinder Singh and grandson Deepender Singh have also been MPs. Bhupinder Hooda is also a former two-time chief minister of Haryana.
"We will organise various programmes in and outside Haryana to spread awareness among people about the proud son of the soil's achievements.

"The wonderful life experiences of the freedom fighter, who was one of the main disciples of (Mahatma) Gandhiji, should inspire contemporary society, especially the youth to imbibe the values of sacrifice and dedication which he stood for," said Deepender Hooda.
In order to uphold the dignity of the programme, it has been kept above party politics and freedom fighters from all over India and eminent personalities from all walks of life have been invited to grace the occasion, he said.
