"We arrested three persons on Wednesday. A thorough investigation (into the incident) has been completed and charges would be submitted soon," Bokaro Superintendent of Police, Jitendra Singh said today.
The crime took place on Tuesday and the two arrested were identified as Swang Gulgulia Dhoura village head Ghosal Pasi and Nakabandi Pasi (25), who allegedly committed the crime.
The third, who is the minor girl's brother was arrested after Nakabandi's wife filed a counter FIR accusing him of attempt to rape, police said.
The girl's mother claimed that her repeated appeals to the Panchayat head and Nakabandi fell on deaf ears and the latter dragged her daughter into to a bush and committed the crime.

According to the FIR filed on the girl's complaint, the rape accused had allegedly entered her house in an inebriated state on Monday night and tried to molest her mother. But, her father beat him up and drove him out.
The next morning the accused went to the Panchayat and complained to Ghosal Pasi against the girl's father, following which the panchayat was convened.
The accused then allegedly dragged the girl away into a bush, a few yards away from the panchayat venue, ignoring the cries of the victim's mother and committed the crime, the FIR said.
An hour later the victim's mother brought the girl, who was profusely bleeding, from the bush before the Panchayat, it added.
Jharkhand State Women Commission chairperson Mahua Manjhi is scheduled to visit the village later today.
