"I have asked secretary of our department Vinnie Mahajan Gupta to submit the report to me so that further action could be initiated," Mittal told reporters here.
He, however, refused to divulge details and said as inquiry has been ordered, it would be unethical to speak about the issue as it would influence the probe.
Mittal thanked Punjab Civil Medical Services association for not starting any agitation on this issue and assured them of free and fair trial in the matter.
Kaushal, a PCMS doctor, was arrested on August 31, a day after Chief Parliamentary Secretary Navjot Kaur Sidhu claimed she had caught him practising at the Amar Super Speciality Hospital and Heart Centre in Mohali.
The accused, posted as Medical Officer at Community Health Centre in Kohrian village of Sangrur district, had been running his private hospital for the past five years.
The PCMS association had demanded a probe into the episode alleging the doctor was victimised.
Presently, the doctor is in judicial lock up.
