Champatiray was officiating as inspector-in-charge of Pipili police station when the 19-year-old Dalit girl was allegedly raped and a subsequent attempt was made to kill her on November 29 last year at Arjungoda village in Puri district.
The police officer had failed in his duty to register a case knowing very well that the victim was the only eye witness to a previous molestation case involving her friend who in the meantime had committed suicide, the commission said.
The judicial commission also summoned two doctors, one each from Pipili Hospital and Capital Hospital in Bhubaneswar, for their alleged role in providing faulty treatment to the victim for which the girl had slipped into coma and was currently on life support at the SCB Medical College and Hospital here.
The commission has also summoned four other persons, including a tractor driver who first saw the girl lying semi-nude and unconscious in a paddy field on the outskirts of Arjungoda village on the morning of the incident.
The summoned persons have been asked to file their affidavits before the commission before June 12.
