In a letter to Singh, Putin described him an "outstanding statesman" and "architect" of India's economic reforms and credited him for personal contribution in broadening the Russia-India relationship.

The Prime Minister will turn 80 tomorrow.

"Kindly accept my heartfelt congratulations on your jubilee. In India and abroad you have earned well-deserved respect as an outstanding statesman and eminent economist. It is largely thanks to your efforts as the architect of Indian reforms that the country's economy is dynamically developing and its technological and industrial potential is on the rise," Putin said.

Mentioning about the country's growing influence in multi-lateral forums, the Russian President said India has been playing an important role in the United Nations, BRICS, G-20, other global and regional forums.

"I would like to make a special note of your personal contribution to broadening mutually beneficial Russian-Indian relations which have reached the level of privileged strategic partnership," he said.

Putin hoped that the forthcoming talks between the two countries here will help further deepen bilateral ties.

"I am convinced that our forthcoming talks in New Delhi will be conducive to further deepening of the entire gamut of bilateral ties for the benefit of both countries, in the interests of ensuring stability and security in Asia," he said.
