Railways women recorded a convincing 21-12 win over Delhi in the finals played at the Thyagaraj stadium.
Maharashtra women defeated Punjab 19-10 to finish third in the competition.
In the men's final, Tamil Nadu registered an extra-time win over Railways (22-20) after both two teams were tied at 20 each at the end of 10 minutes.
Uttrakhand finished third by beating Kerala 21-13.
