"Railways yet to implement 11 assurances given in Parliament"

A parliamentary committee has rapped the Railways for not implementing as many as 11 assurances given on the floor of Parliament in last five years.
The Committee on Government Assurances in its latest report is distressed to note that eleven assurances from 5th session to 7th session of 15th Lok Sabha pertaining to the Railways are pending for implementation for the last 4 to 5 years.
The assurances related to Amendments in Railway Protection Force Act 1957, acquisition of land for completion of rail tracks, and security related matters like preventing crime in trains among others.
The panel has expressed its dissatisfaction with the pace of progress at installation of CCTV as part of the Integrated Security System in railways.
"All this seems to indicate that little attention is being paid by the Railway Ministry in the matter of implementation and this clearly explains the lack of seriousness and lackadaisical approach of the Ministry in dealing with assurances," the panel noted.
The Committee feels that the existing mechanism/system put in place by the Ministry is not effective enough in facilitating timely implementation for the pending assurances.
The Committee has recommended that the existing mechanism/system may be strengthened and streamlined with a view to avoid inordinate delay in the implementation of the pending assurances.
Assurance Committee has expressed hope that the Railways would follow the instructions contained in the Manual on Practice and Procedure issued by the Ministry of Parliamentary Affairs in letter and spirit for expeditious implementation of the pending assurances.
