The House also passed 'Right to Hearing Bill-2012' to provide right of hearing to people within stipulated time limits.
During debate on the Transparency Bill, the Parliamentary Affairs Minister Shanti Dhariwal said the state government considered it necessary to ensure transparency in the public procurement process to enhance confidence of people in the public procurement.
The Act shall apply to all public procurement carried out by public procuring entities. At present, public procurement in the state is governed by administrative rules and procedures.
The Bill has provisions for state procurement portal, which will have all information regarding the procurement, and a state procurement facilitation cell to ensure that the provisions of the Act are followed.
Introducing the Rajasthan 'Right To Hearing Bill 2012', Dhariwal said the state government is committed to empower people and provide them right for hearing.
Many grievances of common people or group of citizens are related to the governance, which need to be effectively and speedily addressed by the government, he said.
Therefore, it is imperative that public grievances and problems are heard and redressed with sympathy, he said.
He informed the house that the state government will appoint Public Hearing Officer, first and second appellate authority and revision authority.
"The government want to ensure that the grievances of citizens are heard effectively and in a time bound manner at their nearest place," he said.
The Bill also has provision of penalty.
Where the second appellate authority is of the opinion that the public hearing officer has failed to provide an opportunity of hearing within the stipulated time limit without sufficient and reasonable cause, it may impose on him a penalty not less than five hundreds rupees and not exceed than five thousand rupees.
"To facilitate the citizens in getting their grievances redressed, provisions are also proposed to be made for establishment of information and facilitation centres, customer care centres, call centres, help desks and people's support centres," the minister informed.
Rajasthan beggars and poohs rehabilitation bill-2012 was also introduced in the house today.
