Pilot made the remarks while addressing a press conference here in reaction to the Budget 2018-19.
The budget announcements were far from the reality and were influenced by the BJP's recent defeat in the bypolls, he said.
He alleged that the debt on the state has increased to 2,40,000 crore from Rs 1,21,000 crore in the last four years.
It was unfortunate that the budget had no provision to deal with the problem of unemployment and women security, he said.
On the government's announcement on loan waiver, he said the source of loan waiver money announced in the budget was not declared, making it clear that it will turn out to be just yet another announcement.

He further said not more than 10 per cent employment was generated as against 15 lakh jobs promised in the manifesto.
AICC general secretary and former chief minister Ashok Gehlot also dubbed the budget a mere document of announcements.
He said that the announcements will not change the resentment feelings.
BJP debacle in the state was evident, he said.
People had expected the chief minister to present a balanced and progressive budget but Raje has disappointed.
