MNS chief Raj Thackeray was at the centre of a fresh controversy holding "Bihari" migrants responsible for the gangrape of the 23-year-old paramedical student in Delhi.

Raj is already facing several complaints for his earlier remarks branding Biharis as "infiltrators" and threatening to throw them out of Maharashtra.

"All are talking about the Delhi gangrape, but nobody is asking from where these men came. No one is asking who did this. So many cases are slapped against me [for speaking against Biharis] but no one is talking about the fact that all these rapists are from Bihar," he said, addressing a public function in suburban Goregaon last night.

"The system has collapsed," Raj said.

The Delhi gangrape and brutal assault of the girl shook the nation's conscience with protesters taking to the streets demanding death penalty for the six rapists.

Raj had also drawn flak by terming 'Chhath pooja', a Hindu festival celebrated especially in Bihar, a "drama" and "just a show of numerical strength".
