Delivering his speech on the first day of the Budget Session, Singh said oilfields in the state were producing nearly 90 lakh tones oil annually, which is 24 per cent of the total domestic crude oil production.
Soon after the Governor began his address, opposition MLAs tried to disrupt his speech by raising the issues of corruption, unemployment and poor law and order situation.
Despite the interruptions, the Governor continued with his speech and highlighted the achievements of the state government and called upon the members of the House to play constructive roles in the economic, social, cultural and political development of the people.
He said that under the leadership of Prime Minister Narendra Modi, Indian economy is taking new dimensions and the country is emerging as "an economic superpower".

Noting that the flagship schemes of the government are proving a boon to make Rajasthan a progressive state, he said the government successfully executed Bhamashah scheme under which 4.92 crore members have been enrolled.
The Governor said 15,278km new roads were constructed and 1,648 villages and 2,633 other habitations have been linked with roads in the last three years.
The Governor's speech also mentioned the decline in child mortality rate and increase in the number of institutional delivery. The child sex ratio in the state was 888 in 2011 which has increased to 939, he said.
Rajasthan was top among states in the construction of toilets under Clean India Mission (Rural) in 2015-16 and 2016-17. As many as 4,432 gram panchayats have been declared open defecation free in the state.

He also mentioned the government's initiatives for strengthening tourism infrastructure, intra-state air connectivity, and installing LED lights in urban local bodies, which fetched the state first prize at the National Energy Conservation Award-2016 for the maximum number of LED light installation (5.41 lakhs).
The achievements and works of the government in other sectors were also highlighted in the Governor's speech.
When the Governor was delivering the speech, sudden rendering of the national anthem left the Governor and MLAs stunned. However, it was paused and the Governor continued with his speech.
He said that the corruption was rampant in the state whereas the government did nothing for unemployed people, which was an injustice with them.
BSP MLA Manoj Nyangli raised the issue of the scuffling with BJP MLA Chandrakanta Meghwal at a Kota police station and said action should be taken against the officers concerned.
NPP MLAs Golma Devi, Geeta Verma, Kirori Lal, Naveen Pilani and independent MLA Hanuman Beniwal sat in the well of the House during the speech of the Governor over the law and order situation in the state.
After the Governor departed from the House, Speaker Kailash Meghwal took up the listed business.
He also informed the House about the termination of the membership of B L Kushwah, who represented Dholpur seat as BSP MLA, after he was convicted and jailed in a murder case.
With the termination, the House has now 199 members.
The Rajasthan State Commission for Backward Classes Bill 2017, Rajasthan Appropriation Act (Repeal) Bill-2017, Nirwan University, Jaipur Bill 2017, Rajasthan Rent Control (Amendment) Bill-2017 and the Rajasthan Homoeopathic Medicine (Amendment) Bill 2017 were introduced in the House.
The House paid condolence to leaders who died recently that included Surjeet Singh Barnala, Ram Naresh Yadav, J Jayalalithaa and former Rajya Sabha MP Ramdas Agrawal.
Governor Singh lauded the efforts of the Centre to say that the Indian economy was witnessing positive changes post its digitisation and now has the capability to bring administrative transparency, accountability, availability and mutual participation.
"The state government is also carry forwarding the Centre's efforts of financial inclusion of common people through digital revolution," he said.
Singh said Prime Minister Modi has strengthened international relations with various countries and made India proud.
"Now, the world sees India with new hopes," he remarked.
Apart from better relations with neighbouring countries, the Centre has given a befitting reply to cross-border terrorism through surgical strike, he said.
He said the budget will help in holistic development of the country and will create job opportunities for youths, women and farmers.
