Rajkhowa asks for payment of all salaries

Arunachal Pradesh Governor J P Rajkhowa has instructed payment of all the salaries, besides medical reimbursement and travelling allowance bills, of all the state government employees upto March 2016.
Reviewing the Revised Estimate 2015-16 and Budget Estimate for 2016-17 at Raj Bhavan here yesterday, the Governor said salaries of all government employees, including contract employees must be paid within the set time frame of March next, a Raj Bhawan communique informed here today.
The state annual development agenda for 2015-16 is Rs 5814.24 crore and revised estimate is Rs 4893.43 crore.
Fiscal consolidation is the priority of the state government, the communique said.
An official at the state finance department informed that based on the budget estimate and revised estimate of 2015-16, the budget estimate for 2016-17 has been fixed tentatively as per laid down instruction from the Centre which would be finalised only after the Union budget.
Expressing concern over the welfare of the employees, Rajkhowa instructed that all the genuine medical reimbursement bills must be cleared.

He also directed payment of all travelling allowance (TA) bills.
The Governor gave special instruction for payment of police's long pending TA bills amounting to Rs 20 crore within current financial year, the communique said.

Striving for quality higher education in the state, it was also decided to provide Rs 1 crore to Dera Natung College, Itanagar, Indira Gandhi College Tezu and Jawaharlal Nehru College, Pasighat for purchase of better table and benches for the students.
The fund would be placed with the college management committee.
Expressing concern about drug addiction in the state, it was decided to set up de-addiction and rehabilitation centres in Wakro, Tezu, Roing, Khonsa, Changlang and Longding.
A sum of Rs 5 lakh would be given as seed money for each centre to the DCs to start the work and the rest amount would be given in the next financial year.
The meeting also decided that Rs 1 crore to be earmarked for expansion of jails to decongest jails in the state and also Rs 15 lakh would be given to Home Department for setting up of Juvenile homes at Pasighat, Itanagar and Dirang in the first phase to start with.
In view of the absence of college in remote Tawang, the governor, who visited the district last year has instructed that a college be set up in Tawang and for this Rs 10 lakh would be given to education department to prepare a DPR along with identification of appropriate land in Tawang.
Anticipating road blocks during rainy season due to landslides, an amount of one crore would be provided to PWD (Highways) to purchase earth mover (JCB) and dumper to immediately clear any landslide in the Capital Complex areas.
The governor also instructed that a corpus fund called Governor's Relief Fund may be created to help those needing urgent medical help, the communique added.
