He said the government should have made efforts for getting the special package for the desert state, but the state was allegedly neglected and Uttar Pradesh and Bihar were given packages by the UPA government.
"Chief Minister Ashok Gehlot should have made efforts to get the package before the presidential election," he said.
The rally saw hundreds of Meena's supporters marching from hospital road to civil lines railway crossing after which an 11-member delegation handed over a memorandum at Gehlot's residence.
Meena, a former BJP leader, has also written letters to all the tribal MLAs and MPs from the state seeking support for NDA-supported presidential candidate P A Sangma, his aide said.
In the letter, he has asked them to vote for Sangma above party line.
