A division bench, comprising Acting Chief Justice Manjula Chellur and Justice A M Shafiq orally observed that there was intelligence failure on the part of police in not taking necessary precautions.
The court had a few years ago laid down stringent guidelines for conducting processions and had directed police to ensure that movement of pedestrians and vehicles are not hampered by the processionists.
Today, thousands of activists of the Kerala Kudumbi Federation took out a procession here this morning, blocking traffic for over four hours, leaving office goers, including high court judges and school children stranded.
Some judges could not reach court on time and had to walk there stopping their vehicles midway. Many lawyers were also stuck in the traffic blocks.
Sources said those participating in today's rally were unruly as they hit vehicles and did not allow people to cross roads or vehicles to pass.
Police have registered a case against the Federation for disturbing the peace.
