"All the troubles started after the complaint of 2007. Even an FIR was lodged against the applicant for harassing colleagues, destruction of government property and obstruction of work, and CCTVs had been installed around her residence to keep a check on her movements.
"We will not be able to comment on these points and it would suffice for us to say that the applicant was not treated properly, and after the complaint aforesaid, the applicant was treated indifferently," the Tribunal said in its judgement.
It also directed the RAW to stop any further inquiry on her alleged absence from duty after it failed to complete its probe within four months in accordance with an earlier order.
It directed that the period of her alleged absence from service be regularised and to revise her pension to what she was entitled to under the IPS (Pay) Rules.
The bench headed by acting Chairman S C Sharma noted that the "dishonest intention" of the RAW officials was evident from the fact that they took nine months to issue Bhatia an identity card, after she applied for it in May 28, 2008.
The CAT in its order of April 28, 2008 on two pleas filed by Bhatia challenging the non-regularization of her service for the period from August 29, 2008 to November 26, 2009, had directed RAW to conduct an inquiry within four months.
