The agitators, who were also protesting installation of what they alleged fast-moving meters, gathered at the Vaish College and later marched to the electricity office.
The protesters, including local leaders, said a shutdown would be observed in Bhiwani if the government did not stop distribution of inflated electricity bills within a week.
The agitators said they would organise a "torch march" to mount pressure on the authorities for fulfilment of their demands.
The demonstrators instead of submitting petitions to the authorities offered flowers to police personnel on duty and urged them to pass on their message to the government.
