Right to Service Bill introduced in Kerala Assembly

The Bill, titled 'Kerala State Right to Service Bill, 2012', considered to be the first of of this kind in the country, guarantee the delivery of various public serves and impose a fine on officials if they failed to perform their duties.

The Bill, introduced in the Assembly, promises within a fixed time the delivery of services like issuance of various certificates like birth, caste, income, domicile, ration cards and electricity and water connection to houses and shops.

Government also plans to bring the process of passport and job verification reports under the ambit of the new law, the statement of objectives and reasons of the Bill said.

As per the law, a time limit would be fixed for the delivery of each service and if the officials fails to perform their duties and provide services within the notified time, they would be liable to pay fine, the bill said.

Main objective of the legislation was to check delay in providing services to the general public, it was stated.
