International People's Tribunal on Human Rights and Justice Kashmir (IPTK) and Association of Parents of Disappeared Persons (APDP) filed the application before the Secretary of SHRC seeking re-investigation into these 2,683 FIRs, Khurram Pervez, a member of APDP said.

He said the two groups are also seeking that SHRC should ascertain how many dead bodies have been registered in these 2,683 FIRs and identify the places of burial of these unidentified people.

Pervez said they had filed an RTI application before the police headquarters with regard to death of unidentified persons.

"In response, we were told by the Police that in the 28 police stations of three districts of Baramulla, Kupwara and Bandipora, 2,683 FIRs are registered with regard to death of unidentified persons," he said.

Pervez said the application has also sought information about similar FIRs registered in the 17 other districts of the state.

Most of the FIRs are related to unmarked graves discovered by the investigation wing of the SHRC in these three districts last year.
