About 25 acres of the 468 acres vast estate here, where the couple lived for many years, will be developed as a Rose Garden by the state's Horticulture Department.
A similar portion of the land will be earmarked for development of art gallery to display and preserve the valuable paintings of Roerich, Minister for Primary and Secondary Education Vishweshwara Hegde Kageri told reporters.
The government would also take steps to protect the grave of Roerich and Devikarani and in the remaining estate a tree park would be developed.
The Russian painter and yesteryear heroine Devikarani had made Bangalore City their home and the government had granted them the land to establish an art institute.
The Devikarani Roerich Estate has several paintings which need to be preserved and protected.
While Roerich died in 1993, Devikarani breathed her last in following year 1994.
