According to the report, of the 34 departments wherein the budget amount could not be fully utilised included agriculture, urban development, women and child welfare, education, social welfare, irrigation and planning.
The unutilised amount in each of these departments stood at over Rs 500 crores, the report said.
Indicating at the flaws in the budgetary provisions, the report also states that in eight departments almost Rs 10 thousand crores have remained unutilised in the past five years which points out that the assessment was wide off the mark.
The report also makes a reference of some heads of women and child welfare and social welfare departments (special component plan), wherein not a single rupee was released of the budget allocation of Rs 82.17 crores in that financial year.
