The Act provides for a special package for the state after bifurcation in 2014. The TDP members have been protesting the delay in implementation of the Act and commitments made by central government at the time of bifurcation.
Immediately after passage of motion of thanks on President Speech, three TDP members led by C M Ramesh trooped into the well raising slogans "we want justice".
Deputy Chairman P J Kurien tried to pacify the TDP members saying the government has already given assurance regarding that yesterday and said "You are living in fool's paradise if they think that it would implemented in one day."
The TDP member did not leave the House even on the pursuance of the marshals and Kurien adjourned the proceedings for 15 minutes.

The TDP members were so agitated that they continued to sit on the floor of the House near the Chair and waited for the proceedings to resume.
Kurien even took the name of Ramesh and asked him to leave the House after resumption. But nobody left the House and Kurien adjourned the house for 10 minutes.
Yesterday, Finance Minister Arun Jaitley assured both the Houses that a formula will be worked out to provide special package to state.
In ordinary circumstance, state would have got 60 per cent funds for projects from Centre. But since it cannot be declared special category state, there was a need to work out a formula to give additional 30 per cent grant from centre.
The special category states get as much as 90 per cent grant under scheme and projects.
