The man, aged 22, was arrested based on the complaint of the woman and has been remanded to custody by a local court.
Police said the woman had arrived in Chidambaram last month. On September 14, the man, a post graduate student in Information Technology at Annamalai University, offered to take her for sightseeing and invited her to his rented house.
"Since the man was also a Rwandan, she seems to have believed him and went to his house, where he raped her," S Meena, Investigating Officer and Inspector of All Women Police Station (Chidambaram) told PTI.
Meena replied in the negative when asked if the man had a previous history of crime.
Asked on the condition of the victim, Meena said that she was still undergoing treatment at RMMCH.
